I believe that the typical Captain America patriotism was lessened – and even his costume is not so much an “America flag” as in the comic – in order to make the movie more likable in the out-of-USA markets, making it easier to identify with the protagonist than if he were just a “local patriot”. And the strategy worked. I would also add that the election of Chris Evans as Capitan America was a terrible casting mistake, not because he was not good for the part, but because he was already the Human Torch, in the Marvel’s two Fantastic Four movies. It’s not like saying “he is good doing super heroes so let’s have him do a super hero again” like you may want Bruce Willis to do detectives and cops or Keanu Reeves doing Matrix-like characters. It’s completely incompatible (even if you are not into the Avengers) having to see the same actor as two different Marvel heroes!
